< /p>（中央社記者呂欣憓台北25日電）民主進步黨總統候選人蔡英文今天表示，現在的政府只想追求小確幸，是人民的不幸；重新找回台灣經濟發展的大方向，就是未來政府最重要的責任。
中央選舉委員會主辦的首場總統選舉電視政見發表會今晚8時舉行，由中選會主任委員劉義周主持。3黨總統候選人依照順序分3輪發表政見車貸利率怎麼算，每輪每人10分鐘。
蔡英文第一輪發言說，1980年代的台灣經濟發展快速、舉世矚目，她沒有想過，30年後的今天，她會站在這裡，向台灣人民報告，她要如何讓大家所熱愛的國家，再度爬起來。
蔡英文分享了一個民進黨幕僚的故事，這個幕僚是中小企業第二代，想接家族事業接不下來，但是想走卻捨不得，面對中國大陸競爭越來越大，中小企業升級技術後繼無力，「這些年輕人很努力，但都有同樣焦慮」。
蔡英文說，全球經濟不景氣是事實，紅色供應鏈的衝擊也是事實，但是她認為中小企業有能力渡過難關，只是在等政府告訴他們經濟要往哪裡去，但現在的政府每任閣揆說要拼經濟都只有口號，拿不出具體辦法幫產業轉型升級、開拓市場。
蔡英文指出，台灣在創新創業環境越來越差，企業人才不斷外移，被中國大陸企業大量挖角，經濟越拚越倒退，在國外年輕人找不到回家的路，政府找不到大方向，只有小確幸，人民可以追求、要求小確幸，但「政府只想追求小確幸，人民只會不幸」。
蔡英文說，台灣所需要的，是讓國家脫離泥沼，讓經濟重新「開機」的根本方法，她要幫這個年輕人，以及千千萬萬個中小企業，解決他們生活跟事業上的問題。
她說，重新找回台灣經濟發展的大方向，就是未來政府最重要的責任。民進黨跨出的第一步，就是提出五大創新研發計畫，要以「綠能科技」、「智慧機械」、「物聯網」、「生技醫藥」以及「國防產業」，點燃創新的火苗與動能，來帶動產業結構的全面調整。
